Gary, You really do not need a winch for the outhaul, but you should have a 2 to 1 purchase on it. The outhaul line should be fixed on one side at the end of the boom, go through a sheeve in the outhaul car, back to a cheek block on the other side of the boom end, and then forward to a cleat on the boom near the mast.

A small single speed winch would be suitable for reefing. A Lewmar #14CST for a self-tailing winch, or a Lewmar 8C for non self-tailing, or equivalent winches in other brands.

I can also get an excellent price on an Arco #10 non self-tailing winch.
