Frank:

I will chime in with one other suggestion. If you use a PVC pipe thread on the top that matches (an electrical strain relief you can use this strain relief with its' seal, to seal the line to pipe space)

Take a trip by home depot in the electrical section and look for the strain reliefs "nut and rubber cone, it is used on outdoor elec applications to keep junction box to cord connections waterproof"

FYI I used bronze piping for the thru deck part.
